Building a City That Works After Dark: Our Submission on Penrith’s 24-Hour Economy

As Penrith gears up to become a truly international city—with Western Sydney Airport just around the corner—it’s vital we create places that don’t just function from 9 to 5, but thrive around the clock.

Penrith City Council’s draft 24-Hour Economy Strategy is a strong step forward, and the Penrith Valley Chamber has formally responded with a detailed submission. Our focus? Ensuring the vision becomes reality by tackling the key blockers and unlocking real opportunity for our businesses, our community, and our future.

In our submission, we call for meaningful action on issues like flood zoning (which currently restricts key development), attracting major events and destination marketing, increasing hotel rooms, simplifying change-of-use approvals, and better engaging landlords. We’ve also advocated for practical infrastructure—like a designated taxi/Uber rank and extended carpark hours—to support a safe, vibrant, well-lit after-dark experience.

We applaud Council’s continued support for outdoor dining, and we believe now is the time to double down—with a dedicated team, clearer processes, and bolder investment to bring Penrith to life after dark.

Penrith deserves to be a place people want to stay, play, and be proud of.
