The Valley Vision – The Top 10 for Transformation

Although there are many issues we could champion, we have distilled our focus into ten key action points that best align with and embody our purpose.

The development of Western Sydney Lakes, currently under the ownership of the Penrith Lakes Development Corporation is on private land and presents a crucial juncture for the region's future. Plans have long been in place to transition the site to serve the entertainment, local employment and recreational needs of Western Sydney, offering a refreshing climate people to play, work, relax and visit with access to freshwater and a panoramic backdrop to the Blue Mountains.

However, to see this game-changing project come to fruition, the government must prioritise zoning the land, with carefully controlled usage plan now, and allow private investment to deliver regionally significant open spaces, supported and enhanced by sustainable and resilient mixed use urban development.

This decision will significantly impact the future development and accessibility of Western Sydney Lakes and the broader Penrith LGA and Nepean area, potentially shaping its role in the visitor economy for years to come. Like the majority of local residents, we want to see the Lakes come to life!

Our Advocacy Focus for 2026

The Priorities That Shape Penrith.

After listening closely to our members and assessing what will genuinely shift the dial for Penrith, the Chamber is concentrating on a small number of high-impact priorities. We are committed to constructive, solution-oriented advocacy and are determined to see real progress!

  • Existing flood zoning, development caps and planning frameworks are placing significant constraints on growth and prosperity across Penrith.
  • Without timely resolution, these constraints will continue to delay investment, limit housing supply, and restrict the region’s ability to fully participate in Western Sydney’s economic momentum.
  • Addressing these barriers is critical to accelerating the delivery of:
    • A revitalised and activated CBD
    • New and diverse housing supply to meet current and future demand
    • Growth in the Visitor Economy, leveraging Penrith’s unique natural and recreational assets
    • Major precinct developments including the CBD, Western Sydney Lakes and Penrith Beach

Critical Enablers for Growth and Resilience

Unlocking Penrith’s future is not just a planning conversation, it is an infrastructure and resilience challenge that requires coordinated delivery.

We are advocating for the prioritisation of the following critical projects:

  • Completion of the Mulgoa Road Upgrade
    Finalising the Mulgoa Road upgrade is essential to ensure a reliable, high-capacity north–south evacuation corridor during flood events. As one of Penrith’s key arterial routes, any remaining constraints present a direct risk to community safety and emergency response capability.
  • Delivery of the Castlereagh Connection
    The Castlereagh Connection is a critical missing link in Penrith’s transport network. Its delivery will provide an alternative east–west route, reduce congestion, strengthen network resilience, and play a vital role in flood evacuation scenarios, while also enabling growth aligned with Western Sydney Airport and broader regional development.

Delays in delivering this infrastructure will not only constrain growth but increase risk during future flood events.

  • Maintaining consistent, constructive engagement with Council, State Government and key stakeholders
  • Seeking greater clarity around bottlenecks, timelines and decision-making responsibilities
  • Actively participating in the NSW Reconstruction Authority’s multi-stakeholder regional engagement process
  • Advocating for practical, achievable legislative and planning reform pathways
  • Positioning the Chamber as a strong, solutions-focused voice for progress on behalf of local business

  • Actively developing promotional assets for Penrith, such as a Streets Discovered episode, that bring our city to life through place-based storytelling
  • Advocating for planning and infrastructure settings that enable stronger 24-Hour Economy opportunities (directly related to Priority 1)
  • Connecting CBD activation directly to broader planning reform conversations
